Arthur Lopez

President and Head Coach

Mr. Lopez currently serves as the Special Assistant to the Deputy Director, Office of Agency Programs, in the U.S. Office of Government Ethics. His duties include responsibility for assisting the Deputy Director in a wide variety of issues pertaining to executive branch ethics program including the application of statutes, rules, regulations, legislation and ensuring Office policies, procedures and regulations are consistent with the intent of the law.

Mr. Lopez began Federal service in 1992 as an Attorney for the Office of Chief Counsel, Federal Transit Administration, U.S. Department of Transportation (DOT). His practice included general law including civil rights, personnel litigation, ethics and program oversight and he served within the Office of White House Counsel. Thereafter, he served 6 years as the FTA Director of Civil Rights where he earned a national reputation as an advocate, speaker and trainer regarding transportation and the Equal Employment Opportunity, Americans with Disabilities Act, Title VI, Environmental Justice and programs involving Disadvantaged Business Enterprise. Mr. Lopez participated in the development and creation of the DOT Sharing Neutrals program while also serving as a trained mediator since its inception.

As a litigator Mr. Lopez held positions in private firms in Chicago and Los Angeles, served as corporate counsel specializing in product litigation, and had professional experience as an insurance investigator and law enforcement officer. He is also the founder and President of Nadar Por Vida (which in Spanish means “swimming for life”), a nonprofit corporation committed to providing at-risk, minority and low-income children an introduction to the world of competitive swimming.

Mr. Lopez is a certified USA swim coach, has been the Director of a Developmental Stroke School for 9 years, coached a Special Olympics Swim Team, and serves on the Diversity committee for USA Swimming located at the USA Olympic Training Center in Colorado Springs. He is a long time member of the Fairfax County School Board’s Minority Student Achievement Oversight Committee and founder of the Indiana University, Maurer School of Law, Latino Alumni Association.

Mr. Lopez is a frequent speaker at elementary and high schools around the DC Metropolitan area and at national conferences. As a motivational speaker he shares his experiences as a first generation Mexican-American born in Chicago with strong community roots. Mr. Lopez earned his Bachelor of Science degree in Education from Indiana University, Bloomington, a Juris Doctorate from Indiana University School of Law, Bloomington, and is a graduate of the Indiana Law Enforcement Academy.
